MegaTokio, a city rebuilt after a massive earthquake two years ago, is now a dazzling metropolis illuminated by lights. Boomers (cyborgs), used extensively as workers and in the military, have recently been integrated into Japanese society, becoming a common sight rather than a rarity. However, this integration is not without its challenges, as robots often escape control, leading to fatal consequences and human casualties. Whenever a threat of a rampaging boomer emerges, the Special Police, a unit capable of handling such incidents, steps in to intervene. Leon McNicol, a rookie in the Special Police, and his senior partner, Gina Marso, confront the crimes of MegaTokio on a daily basis, while also observing the slowly disappearing line that separates humans from cyborgs.
